PAS-WATER

PAS-WATER is a comprehensive diagnosis and analysis framework aiming to facilitate an improved water harvesting system at basin or sub-basin scale. This is based on payments to relevant actors for the implementation of specific land-use measures.

PAS-WATER is a flexible toolkit and consultancy service. It works on different spatial scales and develops iterative diagnosis cycles to provide information and evidence to build consensus among stakeholders and public administration for the adoption of a scheme of payments for adaptation services based on water harvesting.

How does it work?

PAS-WATER is run through three iterative steps under the aim of achieving a consolidated PAS scheme. In each step a series of intertwined activities are developed concerning the three main defined approaches: Water Accounting and Auditing; Funding and Payments Schemes; and Multi-Stakeholder Platform. PASWATER builds on these ideas by combining multiple scales and successive interactions to get solid agreements on water accounting, economic valuation of provided services, models and schemes for distribution of payments, funding mechanisms and responsibilities for the implementation. This information is provided through layers with different detail and integrated with the support of key stakeholders at the relevant scale.

Limitations/conditions under which this innovation does not work or is less effective

A strong stakeholder involvement is key for the successful implementation of the payment schemes. Although specific activities for stakeholder mapping, inception and engagement are planned, the requirement involvement is not guaranteed. Thus, an initial analysis on barriers and potential constraints for stakeholder involvement and operationalisation of the payment schemes is strongly recommended.

Added value
PAS-WATER is a social innovation that facilitates the development of a comprehensive and collaborative framework to tackle problems related to climate change adaptation. It builds on two key assumptions:
a) The resolution of problems involving a range of different actors is usually better addressed through an iterative approach, where initial consensus may be reached among a series of key actors to be later extended to the full set of actors throughout separate stages.
b) Climate change adaptation and water-related challenges are often sitespecific although often need to be tackled through an integrated multi-scalar approach.
